Stripe v3 Rollout Expanded

After a successful trial with limited events, we're expanding our rollout of Stripe v3 / Stripe Elements. Stripe v3 is now used on all event bookings.

As long as the rollout continues successfully, it will be expanded to cover donations next week too and v2 will be removed.
